The Central Association for the Blind and Visually Impaired (CABVI), in partnership with the Greater Utica Chamber of Commerce, will celebrate its rich history, lasting impact, and continued commitment to empowering people who are blind or visually impaired during a special rededication ceremony and ribbon cutting 11:30 a.m. Thursday, September 17, at its headquarters at 507 Kent St.
The rededication ceremony, which will include remarks by CABVI officials and guided tours, celebrates the completion of a major renovation project at CABVI's headquarters. The building, originally constructed in 1922 for retail and automotive storage, was later purchased by General Electric and used as a radio receiver factory before being donated to CABVI in 1979.
Following more than six years of planning and preparation, in 2024, the facility began a comprehensive transformation designed to better support CABVI's mission and the needs of employees, program participants, and visitors. “We asked ourselves, ‘What unique things can we do to this building?’,” Ed Welsh, CABVI President and CEO, said.
Renovations were concluded Summer 2026. Inspired by a desire to create a more welcoming, efficient, and accessible environment, the renovation modernized virtually every aspect of the building. The project included new electrical and HVAC systems, replacement of roofing structures, restoration of natural light through updated windows, high-efficiency infrastructure, and the installation of 368 solar panels. The redesign was carefully planned to maximize production space and workflow while creating collaborative spaces that encourage interaction among employees who are blind or visually impaired. The facility also includes 15 bathrooms, 10 technology-equipped meeting rooms, a large community room, outdoor garden areas, and spaces designed to accommodate employees who use guide dogs.
“One of the most important features is the psychosocial interaction among employees who are blind or visually impaired in our workspaces,” Welsh said. “We wanted to create a collaborative environment that strengthens our social enterprise mission. The psychosocial atmosphere will be felt by everyone.”
Founded in 1929, CABVI was established by a group of dedicated citizens who recognized the need for services and employment opportunities for individuals who are blind or visually impaired. Over the past 97 years, the organization has grown from a small local nonprofit into one of the region's (more) 2222 leading vision rehabilitation and social enterprise organizations, serving thousands of individuals through comprehensive programs, services, and employment opportunities.
Today, CABVI provides a comprehensive range of services, including low vision care, occupational therapy, orientation and mobility training, assistive technology instruction, educational services, vocational support, support groups, and adaptive recreation programs. CABVI's programs serve individuals of all ages, from children attending Camp Abilities to older adults adjusting to vision loss.
Among its many accomplishments, CABVI launched the highly successful Vehicles for Vision program in 1986, expanded its business operations throughout the Northeast, created hundreds of jobs, established multiple military Base Supply Centers, and developed innovative programs that have become models for vision rehabilitation and employment services.
The Rededication Ceremony serves as a reminder that CABVI's impact extends far beyond its facilities. Each year, the organization helps individuals regain confidence, develop new skills, secure employment, and maintain their independence while strengthening communities throughout New York State. CABVI currently serves thousands of individuals and employs hundreds of people through its rehabilitation, manufacturing, customer service, and business operations. The Greater Utica Chamber of Commerce will join CABVI in commemorating the organization's enduring legacy and celebrating its continued growth and community impact.
